Perceived Availability of Drugs and Alcohol

To reduce the perceived availability of drugs and alcohol, as measured by the Office of Alcohol and Drug Abuse Programs (OADAP) Public School Drug Use Survey, by 14% to 1.40 by 2003 and by 38% to 1.00 by the year 2005. The latest figures, from the 1997/1998 survey, are 1.63 on a 3-point scale.

*Perceived availability of Alcohol: 8th & 11th graders asked how easy it would be for them to get alcohol, tobacco, marijuana, and other drugs if they wanted to. Very hard, sort of hard, sort of easy. 3 pt. Scale – 0 very hard and 3 very easy.
Pathway to a Health Future, 1998

To reduce family management problems and family conflict, as measured by the Average Daily Non-Attendance Rate reported by the 1998 OADAP Pathway to a Healthy Future, by .5 per year to: 9.0 in 2001, 8.0 in 2003, and 7 in 2005. The most recent figure from 1997, is 9.24.

Extreme Economic Deprivation

To reduce extreme economic deprivation, as measured by the 1998 unemployment rate reported in the 1999 Oregon Benchmarks Book. In order to achieve a reasonable and obtainable figure, the group defers to the Baker City/County Economic Development Strategic Plan, which projects a rate of 5% by 2007. The current rate is 8.6%.


To reduce early and persistent anti-social behavior, as measured by the 1998 juvenile arrests for behavioral crimes arrest reported by Oregon Law enforcement Data Systems (LEDS) in the Oregon Benchmarks book, by 57 TO 49.7 IN 2001, BY 7% TO 48.6 IN 2003, AND BY 10% TO 47.0 IN 2005. the latest reported rate is 52.3 per thousand from1998.
